Prepare a professional GitHub ruleset for protected
main: PR-only merges, non-fast-forward/deletion prevention, up-to-date checks and universally-runningtracked-tree-namesstatus gate. Includes an idempotent administrator-only GitHub CLI activation helper and maintainer instructions.Access boundary: Current GitHub connector returns HTTP 403 for branch-protection administration, so this PR does not claim protection is active. A repository administrator must apply the versioned manifest using the documented command. No runtime or release asset changes.
