Fixes the residual exact Linux race in
TestAssembleExecutorStream_WrapperSelectionby giving each parallel subtest its own mutable recovery controller and route plan. Production stream assembly correctly mutates per-request progress; only the test had shared that state.Evidence: focused test passes 50x and full
