docs(adr): accept ADR-0044

What and why

Accepts ADR-0044. I ratified it with the command it introduces, adr accept 0044 --by @mbeacom. That is the command's first real use, and the evidence item 6 asks for.

The command changed exactly the three fields it owns and no other line of the frontmatter.

Item 7: the four proposed-state qualifiers it lists now read accepted:

• three in AGENTS.md (the adr queue --format bullet, the adr accept section, and the write-surface sentence);
• one in site/src/content/docs/commands.mdx.

The CHANGELOG.md Unreleased entry carried a fifth that item 7 didn't list. It hasn't shipped, so it would have been released saying "proposed"; it reads accepted now too.

MANIFEST.md is regenerated with bun run emit:manifest, and adr queue is now empty.
