A downstream project pins a release and validates it in its own pull request. xlings and mcppls remain.

…ification sections (#737) - The canary-list test checks that the list is well formed and equals the ecosystem's repositories (xlings, mcppls); it asserted a downstream canary that #736 removed. - CHANGELOG entries, and so release notes, are written in English from 2026.9.28.3 on; the 2026.9.28.3 entry is rewritten in English, and the contributing and release skills and docs/92 state the rule for commits, pull requests, CHANGELOG entries and release notes. - The design records refer to the downstream validation project without its name. - tests/release/verify-published.sh gains the #734 sections.

The release gate (
.github/release-canaries.toml, the 2026-09-28 design's WS10) built the downstream fork Sunrisepeak/GalTranslPP with the candidate on windows-2025 before every tag. A downstream project validates a release in its own pull request after the release, pinning it; it does not gate mcpp's release. This removes that canary and restates the rule in the list's header and in release.yml. xlings and mcppls remain. The CHANGELOG entry of the unreleased 2026.9.28.3 records it.
