skills/audit/reference/rubric.md carve-out 4 (Owned content, lines 77-87 in 0.5.15) covers "content this repository wrote, about its own subject matter". It does not say whether a passage restating a sibling repository in the same organization counts as owned or as external. Examples: an org .github README restating what standards or ci-workflows does.
Such text carries the same drift risk as an external restatement, because the sibling changes independently. But its "could this passage have been written without the source in hand?" test is ambiguous when the same people own both repositories.

Fix
Add an explicit rule for sources owned by the same org. Either they are external for this audit (drift risk is per-repository), or they are owned with a stated condition. State which, with one worked example.
