docs(planning): give the interview wake loop a short wrapper for the round.sh apply and watch.sh command

No related issue: split out of #5191 after a repro pass on planning 0.46.0 (origin/main at 4d1d9d8).

Summary

Finding 19 of #5191, reported against planning 0.42.0: Every wake re-issues the same long absolute-path compound command.

Fix

Add a wrapper script or documented alias.

Verification

Repro pass on origin/main, playwright-cli driving Chromium against a copy of plugins/planning/surface/, plus round.sh, watch.sh and curl. Verdict: reproduces.

Every wake runs the compound round.sh apply ... && watch.sh (plugins/planning/skills/interview/context/surface.md:46-48, R8 one call). watch.sh emits it as next with absolute paths; no wrapper script exists in surface/ and context/surface.md mentions no alias or wrapper. The allow-rule guidance at :53 removes permission prompts, not the per-wake tokens.
