fix(miro): Windows repair command runs npm.ps1, which the default execution policy blocks #5880
installCommand in plugins/miro/server/src/launcher.ts returns a Windows PowerShell 5.1 line ending in npm ci --prefix .... In PowerShell, bare npm resolves to npm.ps1, which the default Restricted execution policy refuses to load ("running scripts is disabled on this system"), so the printed repair line fails on a stock Windows client.
Fix
Name npm.cmd on win32, as harness-ops does in #5877; .cmd files are not subject to the execution policy.
