Provider v0.28.0 removes meshstack_buildingblock (v1) and meshstack_building_block_v2. This PR moves aws/agentic-coding-sandbox to meshstack_building_block, with moved blocks from meshstack_buildingblock. Users must apply it on a provider up to v0.27.x, which still has both types.

The tenant moves to platform_ref and landing_zone_ref, because the module has been broken on every provider since v0.24.0. The floor is >= 0.26.7, the first release with the uuids filter on meshstack_building_block_definitions.

Only tofu validate has run. The state move is not tested against a meshStack.
