fix(release): pin changelog preset to 10.3.0

Summary

• Temporary pin of conventional-changelog-conventionalcommits to 10.3.0 (root dep + workspace override).
• 10.4 throws while lerna-lite still compiles the preset through Handlebars. Drop the pin when that shim is gone.

Test plan

• lerna version --changelog-preset conventionalcommits --no-git-tag-version --no-push writes the changelog
• After merge, the master release job publishes microlink.io@0.1.1
