Install the Python hooks (no executable-bit handling needed) in both install.sh and install.ps1, and replace hard-coded python3 invocations with a cross-platform interpreter choice.
Changes: install.sh, install.ps1, residual python3 call sites, conftest verification on Windows.
Acceptance: full suite green on both OSes; both installers produce equivalent trees.
