Replaces #7115, which had merge conflicts with main after #7114 and #7116 merged. Reapplies the same four broken-anchor fixes on top of the latest main:

English changelog and editor pages (pages.mdx, review.mdx) now link to /editor/settings instead of obsolete #appearance or #create-draft-pull-requests-by-default fragments. The Chinese changelog entry for shareable preview links now targets /zh/editor/review#preview-deployments instead of the old collaborate page anchor.

No product or API changes—link destination fixes only so changelog and cross-references resolve correctly.
