WT-547 updates CMS common components

One-line summary

This PR updates homepage/about us page CMS components.

Significant changes and points to review

• remove springboarditem link_attributes
• update link_attributes to be rendered as data-link-text
• update CTA and url to be next to each other
• add help_text for Transition component
