• Moved company-hq docs (SECRETS-MATRIX, CI-RUNNER-POLICY, NARDUK-APP-COMPLIANCE, WEB-FOUNDATION-CHECK, runbooks, and so on) now cite agent-infrastructure docs/standards/<same name>; DECISIONS.md citations name the Operator Portal decision log. Dated evidence and history documents are left as written.
• The docs/standards/ targets arrive with the S3 lane; company-hq stays readable until its archive step.
• 9 files changed, 15 insertions(+), 15 deletions(-)
