Update the default nebi.image.tag to the v0.15 tag commit and bring the Dockerfile fallback NEBI_VERSION in line so the baked binary matches the init-container version.

nebi.image.tagfromsha-bd25921(v0.14) tosha-5ca877a, the commit behind https://github.com/nebari-dev/nebi/releases/tag/v0.15. Verified the tag exists on quay.io/nebari/nebi.images/DockerfileNEBI_VERSIONfrom0.12-rc3to0.15so the binary baked into the jupyterlab image (only used whennebi.image.tagis empty) no longer drifts from the init-container version.Test plan
