feat(repos): declare windows-wsus-maintenance - #98

Declare windows-wsus-maintenance as a public repository: a single-script PowerShell tool that automates Windows Server Update Services on SQL Server. Its required checks are the three gating jobs its CI defines: build (windows-powershell51), actionlint and secret scan (gitleaks). Also correct the windows-wsus description, which still said the role deploys WSUS on a WID backend; it has deployed SQL Server 2022 since August.
