  • 新写 governance/templates/core/GL-06.md，index.yaml 改 written；周期、等级线、连续 D 级期数、申诉天数引用 params/；审批引用 03 §12 绩效发布行。
  • 条款与系统控制点双向核对（ADR-0005）：按物资分类定周期、自动指标口径、缺评默认分、C 级改善、D 级处置、连续 D 级淘汰评审、申诉一次。
  • 表单 QR-12 指向 srm_performance_review；不写客户信息与【待确认】。

出口条件

  • build.py --check 与 --check --packs bulk,hazmat,soe 通过；生成 Word 检查版式

    From #50 (PR #58), per the director ruling of 2026-10-24:

    • QP-01 appendix D is now titled 「绩效评价指标（示例）」 (no longer A 类) and its weights cite the new parameter perf_kpi_weights in params/core.yaml (codes LOT_PASS, PPM, OTD, PLAN_FULFIL, PRICE, SERVICE, SAFETY_ENV). The srm_kpi seed uses the same values and a test keeps them equal. GL-06 should cite that parameter too rather than restate numbers (AGENTS.md §4).
    • GL-06 should state that v0.5 uses one shared scheme for all material classes (appendix D's last sentence already says so), and keep five dimensions incl. 安全环保 (QP-01 6.7.2).
    • Appendix D's bulk row 质量指标符合度 10% is still a literal (pack not scheduled).
