v0.4 Q4 (#39). New templates for incoming inspection and nonconforming material (QP-03), supplier corrective action (QP-04) and supplier quality issue rectification incl. claims (GL-07), aligned with the delivery record (#36) and SCAR/8D (#37) implementation: critical/major failures open a SCAR automatically, minor only counts toward performance, returns need a comment, overdue is flagged by the sweep and escalated, claims are settled in ERP and marked by AP only. Adds policy-only example params scar_escalation_days, scar_verify_batches and claim_response_days; points ZC-02/ZC-03 SCAR rows at QP-04/GL-07. QP-03进货检验与不合格品控制程序、QP-04纠正措施控制程序（两份都是「修订用条款」：第 2.3 条是可覆盖的 block，客户已有程序时把第 6 章并入）、GL-07供应商质量问题整改管理办法；index.yaml改为written。scar_containment_hours/scar_final_days由系统算、只读；退回 = 审批驳回且必须写意见；逾期由定时扫描标记、通知 SQE 与质量经理、保留到关闭；复发重开重算期限；只能在「待供应商响应」时撤销；索赔金额必填，「已扣款」只由应付会计从「供应商已接受」标记，扣款在 ERP。scar_escalation_days、scar_verify_batches、claim_response_days；补齐scar_*、record_retention_years、management_targets的used_in。org.position.*；标准名称（GB/T 19001、GB/T 2828.1、IATF 16949 的 8D）只在「引用文件」；无客户信息、无【待确认】。大宗包段落沿用现有模板的做法引用 BK-01。怎么验证的
