These seems like a good start to me, and I'd be fine with this being merged after addressing my proposed fixes, and then we can build it out as needed.
If this will inform our work, it could be useful to also cover more nuanced cases like wanting to use a tool that is provided by a test dependency, or how to "promote" a discretionary tool into a dependency, or to install sets of related tools together.
But, as I say, this is already a good start. I also don't have much experience working with user stories, so I'm not totally sure what is optimal in that approach :)
