Add cram coverage for loading missing metadata and an existing directory via
dune internal cache-metadata. Both currently report "cache metadata not found": the directory case exposes that text-mode IO errors are incorrectly classified as missing entries.This is a passing, test-only reproduction of the current bug. The fix is kept separate.
