Clarify public distributor pages after the Andalucía research work. This PR: - puts the newest public changelog entry above older entries - clarifies that 100% with hint is not 100% municipal verification - clarifies regional_default vs verified_partial wording - explains confidence entry counts vs unique zone counts - marks the reliability page as criteria plus historical audit context - adds a public pages truthfulness guard - integrates the guard into post_merge_validate.sh No distributor hints are imported. No CUPS, addresses, coordinates, secrets, backups, logs, raw external API responses or private grid inventory are added.
