Regenerate public static pages served by Cloudflare Pages. This PR: - cleans and reorders the public changelog - regenerates distributor coverage with national ordering and clearer wording - regenerates distributor reliability as current national criteria - clarifies that missing work is distributor verification, not missing map communities - adds generator and guard for clean static public pages - updates public page freshness/truthfulness guards - integrates the clean-page guard into post_merge_validate.sh No distributor hints are imported. No CUPS, addresses, coordinates, secrets, backups, logs, raw external API responses or private grid inventory are added.
