PLUG-1 (org-plan plan/prerelease-fixes.md).

  • publish.yml: writes generated_from.yaml with the catalog and framework SHAs and names both in the publish commit message (same change as the claude repo).
  • README.md (hand-written, outside generated-only): states the PreToolUse wiring and that a deny is a JSON hookSpecificOutput.permissionDecision: "deny" on stdout with exit 0. The wording comes from running the shipped codex_cli.py adapter, which printed exactly that.

Not run: the workflow (needs a dispatch, release prep).

publish.yml writes generated_from.yaml with both checkouts' SHAs and
names them in the commit message.

verify fails here, and the failure is not this PR's. Generated-only regenerates from the current chock-catalog main and finds the committed tree stale: the log diff shows verify-mcp-allowlist (description and SKILL.md text) differing, which this PR does not touch (it changes publish.yml and README.md only; neither is built or compared). The tree catches up when all five repos are republished at release prep, so no fix belongs in this PR. I will not re-run it; the cause is deterministic.

Superseded by #14 (same change, clean commit).
