build: raise setuptools to 84.2.1 in framework.txt (SEC-10) - #17

setuptools 84.0.0 carries GHSA-xmj3-9gf7-h52w, fixed in 84.1.0. Raise the floor in framework.in and recompile framework.txt with the pip-compile command in its header; only the setuptools pin and hashes change.
