What

Follow-up to #250, which was merged before this commit landed. Evidence: org-plan witness/results/witness-devin-2026-10-08.md.

  • warnings.json: drops devin from the "Untested" client rule, so only cursor remains. Both Devin warnings stay: "fails open" and "turn end only". UNWITNESSED in the test is now ("cursor",).
  • install.json: the Devin steps get a note before devin plugins install --local. The command creates a symbolic link, so on Windows it needs Developer Mode (Settings > System > For developers) or an elevated shell; otherwise it fails with "os error 1314: A required privilege is not held by the client". test_the_steps_are_the_clients_own checks that the note is printed.
  • The changelog fragment now cites both the Copilot and the Devin records.

Definition of done

  • Targeted pytest passes locally: install clients and selection, changelog fragments, literal duplication (107 passed).
  • ruff check and ruff format --check are clean.
  • CI

The Devin CLI witness run (org-plan witness/results/witness-devin-2026-10-08.md)
moves devin out of the "Untested" client warning, leaving only cursor; both Devin
warnings (fails open, turn end only) stay. Devin's install steps now say that
`devin plugins install --local` symlinks, so Windows needs Developer Mode or an
elevated shell (os error 1314 otherwise).
