This PR adds a "Dashboard columns" section to the PR dashboard README, documenting how the dashboard groups/sorts pull requests and explaining each of the six table columns (PR, Author, Reviewers, CI, Conflicts, Age), including the icon legends and the Age computation logic. It is a documentation-only change that improves discoverability of behavior already implemented in the dashboard scripts.
Changes:
- Documents the grouping ("Waiting on …" routes), draft-PR placement, and longest-waiting-first ordering.
- Documents per-column meanings and icon legends for Reviewers, CI, and Conflicts.
- Documents the Age column's "time the routed party has been waiting" semantics, its fallback priority order, and its display format.
