Prepare the next immutable WebKit release with the passive-collector wakeup fix and the already-landed worker collection-cadence changes. Finalize the changelog and make the required Bun immediate-timer companion (oven-sh#129) explicit for consumers.
Only release documentation changes. Runtime sources, tests, build recipes, and qualification remain identical to the reviewed wakeup merge. Publication integrity tests pass (25 release cases and 4 JSC-result verifier cases); the protected ten-archive publication will run its full qualification before publishing.
