Update CrawlKit to v0.17.3 so SQLite lock waits respect context cancellation and deadlines. Align modernc SQLite with SQLite 3.54.1 and its matching libc runtime while preserving the Go 1.27.2 minimum and Go 1.27.3 build toolchain.
The cloud snapshot privacy tests from #271 pass with the new SQLite version, including nested JSON arrays across subqueries. Production JSON queries do not construct nested arrays across subqueries.
Validation: focused
TestCloudSQLiteSnapshottests pass; independent Codex autoreview found no actionable P0–P3 findings. The full documented gate passed on Linux: tidiness, formatting, vet, govulncheck (no vulnerabilities), deadcode, tests with 85.0% coverage, CLI smoke, release-script tests, docs, and all six snapshot builds. The runner's local Actions hydration rejected a setup-go cache option, so validation used the same lease without hydration. Its missing GoReleaser was installed at the CI-pinned v2.18.2 and checksum-verified before rerunning the snapshot target successfully.
