Deletes files that only served to point readers at bitbucket.org, either as redirect stubs left behind by past renames (e.g. FAPI_2_0_Security_Profile.md -> fapi-2_0-security-profile.md) or as markers for functional-API drafts the WG abandoned and never moved elsewhere (Financial_API_WD_000/003/004/005.md, Financial_API_Pushed_Request_Object.md). The file itself was deleted outright in #498 with no stub left behind, so this build-all.py entry has been referring to nothing ever since. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
