Original Change

Sanitize externally supplied alert runbook URLs by validating them in the shared ExternalLink component.

Backport Target

• Branch: release-coo-1.5-ocp-4.22
• OpenShift Version: COO 1.5 on OCP 4.22

Adaptations Made

• No PatternFly or React Router adaptations needed.
• URL validation is centralized in the target branch's ExternalLink component.

Testing

• Focused source and worktree checks completed.
• Full CI validation will run on the PR.
