They were all pretty out of date.
This was failing to generate any translation for about 900 laws, because they weren't in the "Acts of Assembly" format. More seriously, this was producing incorrect counts the number of times that some laws had been amended. It isn't perfect now, because sometimes the actual text from the Code of Virginia is just wrong. Missing chapter numbers, that sort of thing.
We were messing this up, so let's not do that again.
