Too many low effort PRs are clogging our pipeline and consuming CI tools usage, incurring in costs for our providers or for our sponsored tiers.

This is a first step in making an official statement against these practices. The next steps will be to update PR templates in all repos to link to this policy, force contributors to accept this policy before submitting PRs and updating CI tools to flag non-compliant PRs so they can be closed without much explanation and wasted resources.
