- Reuse completed observations in bounded, storage-owned study histories. - Keep active trial snapshots immutable through copy-on-write. - Handle out-of-order completion, omitted trials, and conditional parameters. - Isolate caches for storages with identical study and trial IDs. - Keep upstream tests in place and add observation cache regression cases.

Reuse completed TPE observations across trials instead of rebuilding parameter columns for each trial. Retain per-study histories and immutable per-trial snapshots, updating columns as trials finish or are discarded.
Drop a study's cached history when an update fails so malformed observations cannot bypass the cache limit; add a regression test for this failure path.

Original implementation by @tkng, cherry-picked from e8ba3ae with the original commit author preserved. The error-path fix is a separate follow-up commit.
