… settings (issuedb #15) SPEC 0008 phase 1 (SPEC 0010): new auth_tenant_settings table (migretti add_auth_tenant_settings) with GET/PUT /api/settings. While a tenant enables strict_users, authorization decisions about users with no live API key answer negatively in unchanged shapes with additive reason user_not_key_backed; membership adds for key-less users return 200 result:false. Key issuance and all removal paths are never strict-gated (revocation always works — the membership check gate lives in the route so del_membership stays functional). POST /api/apikeys/check_permission validates a secret and answers its subject's permission in one round trip. Rotation migrates the settings row (migrated gains additive settings count). Client: check_api_key_permission, get_settings, set_strict_users. Tenants that never opt in are byte-identical to 2.4.1. The 3.0.0 default flip remains gated on issuedb #13 confirmations.
