Update matrix-sdk to v0.19.0 and ruma to v0.17

• Updated matrix-sdk and ruma.
• This drops mersinvald/aquamarine and it's dependency on the unmaintained dependency GnomedDev/proc-macro-error-2 which was generating warnings on every build with recent versions of Rust.
• Use aws-lc rustls provider
• Closes: Update Rust crate ruma to 0.17 #81
