This migrates the previous requirements.txt files (well, directories containing them) to instead make use of uv.lock for dependency pinning and the uv tool in general. This was largely based on the changes made within flask-sqlalchemy-lite and flask-cache.

This follows flask-caching and flask-sqlalchemy-lite as a guide for
how the groups should be set up. This does not yet change the things
within workflows which reference these requirements files, those will
come in a follow-up commit.
This also makes it easier within the GitHub Actions Workflow to
directly reference the tox environment without needing to do any
string manipualtion.
This fixes a new test failure introduced as a result of a guard check
added in SQLAlchemy 2.0.36 [1]. This guard check is specific to
declarative base classes that subclass MappedAsDataclass because those
do not support imperative table definitions (aka "Hybrid Declarative").

This project was not designed to run on 3.13 and as a result there
are weird errors within the tests specific to SQLAlchemy.
