Update the Westend People-Next chainspec bootnodes (chainspec.json and raw.json) to the current westend-people-next-collator-node-{0,1} hostnames. The old -unstable hostnames were left over from the rename and no longer route, so the nodes can't bootstrap peers. Peer IDs unchanged (node keys preserved).
