Description

testnet.li should resolve <app>.testnet rather than <app>.test, matching dot.li (<app>.dot) and paseo.li (<app>.paseo). The TLD is not hardcoded in this repo: BaseDeployer.tldLabel() read DOTNS_TLD from the environment, and since #253 the release workflows derive the genesis asset name, the release-body text and the wanted-assets check from that same variable. So the functional change is one line per publish workflow, and the published artifact becomes dotns-genesis-testnet.json carrying a registry initialised with .testnet.

Breaking changes: the release asset is renamed from dotns-genesis-test.json to dotns-genesis-testnet.json. preview-net-v1 builds that filename from its network descriptor's suffix, so it 404s until its matching PR flips genesisConfig.networkSuffix and bumps DOTNS_TAG to the first release cut from here.
