Release: PVM App v2 host runtime

Important

Stacked on #540. Do not merge this PR until #540 lands; then retarget it to main so the release: squash commit triggers publication.

Summary

Publish the initial host-neutral browser runtime together with iOS and Android host artifacts built from the same reviewed source. The browser package contains checksummed compiler/runtime workers; the native jobs rebuild and test the XCFramework and cross-ABI AAR before publication.

• Release workflow resolves and builds @parity/pvm-browser-runtime
• npm pack --dry-run --json includes the WASM runtime, worker split, GPU worker, checksums, SOURCE, and MPL-2.0 license
