Extract C++ concurrency compendium to its own book - #29

The C++ concurrency material now lives in the dedicated, runnable book C++ Concurrency and Parallelism (https://patterncatalyst.github.io/cpp-concurrency-and-parallelism/). Replace the superseded chapters with 'moved' stubs that point to the matching chapter there, keeping each chapter's number, slug, and title so the book's prose chapter-number cross-references (407 of them) all still resolve: - Part 07 Concurrency in Depth: 25, 26, 27 - Part 14 Compendium: C++ Concurrency: 49-56 Part 07 and Part 14 blurbs note the extraction. No renumbering; validate.py OK.

The C++ concurrency material is extracted into the dedicated, runnable book C++ Concurrency and Parallelism (now live).
Rather than delete-and-renumber (this book cross-references chapters by prose number — 407 such refs — so renumbering would break them), the 11 superseded chapters are replaced with short 'moved to' stubs that keep each chapter's number, slug, and title and link to the matching chapter in the new book:
Part 07 and Part 14 blurbs note the extraction. Kept lsp-specific systems chapters untouched (incl. 24 time/timers in Networking, 39/40 perf, and 41 the systems capstone fleet).
scripts/validate.pypasses; no renumbering, so all prose chapter-number references still resolve.
