Enable validation for FK constraint during resharding #1601

During the #1540 the constraints validation was disabled completely by using specific role that disables validation and NOT VALID option to disable validation when on creation.

Enable the validation at the moment when possible - for example after the copy_data and synchronization of tables to prevent the original issue, but still avoiding the long blocking caused by constraint validation.
