fix: correct Apps empty-state copy for owners/admins#931

Owners/admins (anyone with Apps:create) were shown 'You don't have access to any apps yet' alongside a Create button. Reword to 'Looks like you don't have any apps yet'; the no-permission 'Contact an Admin' state is unchanged. PH-700

Owners/admins (anyone with
Apps:create) were shown "You don't have access to any apps yet" next to a Create an App button — a self-contradiction, since they clearly do have access.Reworded the create-capable empty state to "Looks like you don't have any apps yet. Create an App to get started." The no-permission state ("Contact an Admin to get access") is unchanged. Closes PH-700.
