Release Title: Expanded Utility and Layout Contracts

Added

• Added a general ul, ol { margin: 0; padding: 0; list-style: none; } reset to base.css. Previously only one component in components.css scoped list-style: none to itself; any consumer using a bare <ul>/<ol> for general content got default browser bullets/indentation with no documented opt-out. This is a visible behavior change for any consumer currently relying on default browser list styling for a bare <ul>/<ol> — bullets and indentation now need to be opted back in explicitly. Confirmed downstream need from a production consumer (see TODO.md).
• Added sp-content-* (align-content) utilities matching the existing sp-justify-*/sp-items-* value set (start/end/center/between/ around/evenly/stretch), for multi-line wrapped flex rows. Added a sp-basis-{step} flex-basis scale tied to --sp-space-*, following the same generation pattern as sp-gap-*. Both ship with the existing md/lg responsive variants automatically. sp-order-* (first/last/none/ 1-12, also with md/lg variants) already existed in src/styles/utilities.css from the Grid v2 work and needed no change — it applies to flex items the same as grid items. Responsive coverage beyond md/lg remains a separate, deferred decision. See TODO.md.
• Added standalone sp-font-{weight} utilities to the generated utility engine, independent of getTextClasses's size preset (which still bundles size/line-height/weight/letter-spacing as one fixed step; utilities layer precedence already lets sp-font-* override the weight from any SpText/getTextClasses size). One class per distinct weight value already
