setup-php 2.37.2 can no longer install PHP 8.5 on macos-latest (macOS 26). The Homebrew install fails, setup-php hides its output, and the step ends with php: command not found / Could not setup PHP 8.5. The same failure is reported in shivammathur/setup-php#1125, and the maintainer says it's fixed in 2.40.0. That release installs prebuilt PHP builds on macOS instead.

Bumps all 43 pins to the 2.40.0 commit (eb7c497e18156a6bbabfef1d3a82760b9eda3962; the tag is annotated, so the pin uses the peeled commit, not the tag object). 2.3.x has 3 more pins of its own, which need bumping after the merge-up.
