Summary

The release-2.16 workflows still reference unpinned actions (actions/checkout@v1/@v2, actions/setup-go@v2, peter-evans/create-pull-request@v4). The repository requires every action to be pinned to a full-length commit SHA, so Unit Test, Integration Test, and "Block generated files from becoming outdated" fail before any step runs on PRs targeting this branch.

This PR pins them to the same SHAs already used on release-2.17:

  • actions/checkout@de0fac2e4500dabe0009e67214ff5f5447ce83dd (v6.0.2)
  • actions/setup-go@4a3601121dd01d1626a1e23e37211e3254c1c06c (v6.4.0)
  • peter-evans/create-pull-request@5f6978faf089d4d20b00c7766989d076bb2fc7f1 (v8.1.1)

Only the uses: lines change. Step order and the Go version (1.25.1) are unchanged.

This unblocks CI for #851 (backport of #831 to release-2.16).

Pin actions/checkout, actions/setup-go and peter-evans/create-pull-request
to the same full-length commit SHAs already used on release-2.17, so CI
can run under the repository's SHA-pinning requirement.

Backport of #805 adapted for release-2.16: replace the Buildkite e2e
pipeline with a GitHub Actions matrix covering the six end-to-end tests
that exist on this branch, keeping release-2.16's Vitess v23,
kubectl/kind and Go versions. The product-code change to VTOrc flags
from #805 is intentionally not included.
