test(server): build the web shell before the static-route tests - #27

The static routes serve web/dist, which is not checked in, so on a fresh clone test/server.test.js failed until someone ran the build by hand. The test now runs web/build.js once when index.html is missing. Found and fixed by a moshcode work agent (fleet sweep); verify: bun test ./test/server.test.js.
