refactor(pwa): paid auto-rotation on @profullstack/key-rotation - #273

The checkout, webhook settle, return check and expiry/renewal sweep from #272 move into the new @profullstack/key-rotation package (0.1.0) so other fleet apps can sell the same add-on. lib/auto-rotation.mjs keeps its exports and binds the package to credshare_teams, owners/admins, the audit log and the app.logicsrc.com CoinPay business. Moves the #272 billing logic (CoinPay checkout, signed webhook settle, return check, hourly expiry + renewal sweep) into the new @profullstack/key-rotation package (npm 0.1.0) so other fleet apps can sell the same add-on.
apps/pwa/src/lib/auto-rotation.mjskeeps every export and now only binds the package tocredshare_teams, owners/admins,credshare_auditand the app.logicsrc.com CoinPay business. No schema or behaviour change.Tests: pwa 115/115 (SQLite); auto-rotation + rotation 19/19 on a throwaway Postgres 16.
