feat(review): accept selected rows + MCP review tools (0.4.1) - #76

…missions (0.4.1) Per-row select boxes on /admin/submissions turn Accept all into Accept selected. The bulk approve moves to src/lib/accept-all.ts so POST /api/review and the new MCP tools (OpenAccess submissions:review) share it. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
