Cuts 0.8.2 to ship #18 (reclaim feature locks orphaned by a container recreate).

After the 0.8.1 roll, 3 of Vera's next 10 reviews lost the structural pass to exit 7 feature locked — a lock left by a run the roll killed, under a hostname that no longer exists. 318 such locks are sitting in her state dirs. #18 reclaims them past 2 h (same-host locks still decided by pid).

Version bump + CHANGELOG heading only. After merge: tag v0.8.2 → npm, then the qaEngineer pin bump and a roll.

Carries #18 (reclaim feature locks orphaned by a container recreate). Vera lost
3 of 10 structural passes to exit-7 lock conflicts after the 0.8.1 roll.

QA panel review — PASS

code-review · head aa0fe4d495bf · formal

This PR is a pure release-metadata change (version bump in package.json, changelog entry). The panel raised two low-severity findings — one about missing test evidence per AGENTS.md, one about an unverifiable upstream claim in the changelog — but the verifier refuted both: the AGENTS.md testing requirement applies to behavior changes, not release metadata, and a changelog statement about upstream provenance is standard documentation practice, not a code assertion. No surviving findings; the PR is clean as-is.

No findings — the review came back clean.
