Bumps the pr-reviewer-plugin pin in Dockerfile, protoagent.bundle.yaml and the README table to v0.59.0 (pr-reviewer-plugin#271).

Epic attestation. For a PR from epic/* to the default branch, Vera traces every commit in base..head to one of two things:

• a merged slice PR into that epic, with a complete PASS at its final head;
• a clean sync merge from the default branch.

If every commit traces, she posts an attested PASS with a commit → slice PR → verdict table, and no panel runs. Otherwise she reviews only the leftover diff, meaning direct pushes, conflict resolutions, and slices whose review was incomplete or missing. Any lookup failure falls back to a full review. It is controlled by pr_reviewer.epic_attestation / PR_REVIEWER_EPIC_ATTESTATION and is on by default.
