Bumps the pr-reviewer pin in the three places CI checks agree (bundle, Dockerfile ARG, README).

v0.60.0:

  • pr-reviewer-plugin#275 (#274): a structural pass cut short by the feature cap is labelled "cut short", not "unavailable"; the telemetry row sets structural_partial alone. check_review_health already reads both shapes (fix(health): a cut-short structural pass is not a structural outage #117).
  • pr-reviewer-plugin#276 (#273): an epic reviewed by its residual commits scopes the protoPatch structural plan to the residual files.

QA panel review — PASS

code-review-structural · head 3792fef0c477 · formal

Clean three-file version bump of pr-reviewer-plugin from v0.59.0 to v0.60.0. No findings were raised, so there was nothing to verify. All version pins are in sync and no stale references remain.

No findings — the review came back clean.
